
THE REBUILD MARSHALL PROGRAM
Rebuild Marshall exists to stabilize and revitalize Madison County’s economic and cultural core through equitable, transparent support to disaster-impacted residents, business owners and commercial property owners–beginning at home in Marshall, NC and expanding as funding allows.
By combining direct financial support, material procurement, volunteer labor coordination, and data-informed planning, the program provides structural recovery while fostering long-term resilience.
WHO REBUILD MARSHALL SERVES
This program is separated into two distinct arms of targeted support: one for business and commercial property owners in Downtown Marshall and another to support disaster-affected residents throughout Madison County who were directly impacted by Hurricane Helene–especially those who are underinsured, community-serving, or facing limited access to recovery aid.
MICRO-GRANTS
Rebuild Marshall micro-grants provide direct financial assistance to support disaster-impacted business owners in Marshall, NC with the cost of materials and/or contractor services for reconstruction. These micro-grants are designed to help bridge critical funding gaps not covered by insurance, FEMA, or other forms of aid
The Rebuild Marshall program will provide $2,000 support grants to 16 disaster-impacted business owners in downtown Marshall, to help with the cost of materials and/or contractor services for reconstruction. The application window for downtown Marshall businesses directly impacted by Hurricane Helene will be open from August 1 - August 15, 2025.
ACCEPTABLE USES

Purchase of building materials for repair/rebuild

Payment to licensed contractors for repair/rebuild labor

Permit and inspection-related expenses

Site preparation and infrastructure repair (plumbing, electric, etc.)

ELIGIBLE APPLICANTS MUST:

Be a registered business or hold a valid commercial lease agreement in Marshall

Demonstrate direct impact from Hurricane Helene
-
Submit verifiable documentation of physical damage (photos, estimates, reports, etc.)

Disclose all previously received disaster-related aid (insurance, FEMA, SBA, grants, etc.)

Show proof of business operations prior to the disaster (utility bills, payroll, sales reports, etc.)

Express a documented intent to reopen and remain operational within the county

Be in good standing with local tax and permit authorities
EXCLUSIONS:

Operating expenses for businesses (e.g. rent, payroll, utilities)

Furnishings or inventory replacement for businesses

Costs already reimbursed by other grants or insurance
-
Renovations unrelated to disaster recovery
-
Businesses which have already fully recovered

Please Note: Funding for this initiative is limited and we expect the initial round of micro-grants for business owners will be competitive. Applications will be selected and award amounts determined based on application strength, feasibility, community reach, and financial need.
